Belmont Soil and Water
Conservation District

Belmont Soil and Water Conservation
District, organized in 1945, is a legal subdivision of state
government that provides natural resource management assistance to
county landowners and other units of local government. The district
is funded by Belmont County Commissioners, and county funds are
supplemented by funding from the Ohio Department of Natural
Resources. The district is governed by a five-member board of county
residents. Board members serve staggered three-year terms.
Mission Statement
The mission of the Belmont SWCD is to educate and
assist present and future land users in the wise use of our soil and
water resources.

Employee Highlight

Urban Conservationist - Dan
Taphorn is the lead staff person for the Administration of the
Hamilton County Earthwork Regulations. He is responsible for plan
review, on-site field inspections to determine compliance with the
Hamilton County Earthwork Regulations and maintaining records of
those inspections. He also assists landowners with drainage and
erosion issues.
Dan is a life-time resident of
Hamilton County. He is currently pursuing his degree in Civil
Engineering at Cincinnati State and Technical College and
classification through ODNR to be a Certified Technician.
Dan serves on the Land Conservancy of
Hamilton County.
Dan believes that controlling soil erosion and sedimentation is one
of the greatest contributions that can be made in improving water
quality, as well as maintaining soil quality in Hamilton County.

Success in protecting,
managing, and using Ohio’s soil, water, and land resources is a
real team effort.
In
this year’s annual report we want to recognize
that success ultimately boils down to conscientious efforts made by
individual people. People who realize that even as a user of our
natural resources, they must also be a steward of those resources.
We are privileged to be able
to work with so many conscientious people, in rural and agricultural
areas, and in every community in Ohio, urban and rural. We work hard
